Non Budget funds

Currently a non budget funds report is presented at vestry that is generated from the deposit report. Through motions from Vestry (most of which are initiated by Eric) the funds are released or transfered into the appropriote Account. What is probably needed is permission for Eric and one other person to make the approval on an ongoing basis to keep these funds moving in the direction that they need to go.
