Purpose

 

To articulate roles and responsibilities at St. James the Less according to a Policy Governance Model.

 

 

 

Scope

This policy applies to all decision-makers at St. James the Less.

Strategic Plan and Programming

Ensures there are resources to accomplish the strategy.

Approves and initiate the strategy and Programs

Identifies programs and strategies and implements approved strategies.

Ministry

Bishop convenes a standing committee to appoint a Rector but retains ultimate authority

Responsible and accountable to Bishop for all aspects of ministry in accordance with ordinal vows and induction.

Ministers as authorized by Rector

Expenditures

Approves and monitors annual budget

 

Manages overall budget and reports to vestry on financial issues or non-budgetary expenditures in excess of $300

Manages department budget and reports to Rector on issues or non-budgetary expenditures in excess of $50

Leadership

Participates in Vestry Nomination Committee

Develops and appoints leaders.  Disciplines or removes leaders.  Participates in Vestry Nomination Committee.

Identifies and mentors leaders.  Recommends to Rector the appointment of leaders

Recommends to Rector the discipline or removal of leaders

Legal

 eg. Land, Contracts

Rector and Wardens jointly form the corporation for St. James the Less and are therefore responsible for entering into and signing contracts

May identify need to enter into a contract

eg. Insurance, Affiliations etc.

Facilities

Develops annual budget for maintenance and any capital expenditures for approval at AGM

Manages facilities and capital assets and reports to vestry on issues

Ensures that facility is properly maintained in accordance with budgetary resources

Reports to rector on issues

Public Relations

Rector is the chair of vestry and therefore speaks on behalf of St. James the Less.  When there is no Rector,  the Wardens have the authority to speak on behalf of the church.

Speaks on behalf of St. James the Less and delegates authority where appropriate

Speaks on behalf of their department when authorized by the Rector.
